The original figure was 20,000 ECU, which became 20,000 euro at one for one. Everything in the investor column was read in the directive's own operative text.

The Parliament voted to raise the investor figure to 100,000 euro by 566 votes to 17 in July 2011. The Commission withdrew the proposal on 7 March 2015. The minimum has stood for 29 years.
