Commission report COM(2025) 485 final of 11 September 2025, aggregate figures. The 2023 refusal count equals 1.2 per cent of accounts opened, derived. Grounds for refusal recorded: anti money laundering and identity checks, the consumer already holding an account, past negative history, documentation problems, and non residence in the union.

The annual flow rose from 146,718 in 2016 to 2,239,051 in 2022 and then fell. The Commission states that it does not hold data on how many people hold a basic account, so only the flow is measurable.
