Total cost of withholding tax procedures in billions of euro, from Table 1 of the Commission impact assessment, attributed to the tax directorate on the basis of Joint Research Centre studies. All four figures are printed because the Commission publishes all four; none is preferred. The accompanying proposal document prints 6.62 billion for the same measure. No significance statistic is published with any of them.

The Commission puts the total cost of withholding tax procedures at 6.62 billion euro a year, of which 4.83 billion is tax relief simply never claimed and 0.97 billion is money actually spent on reclaiming. Close to 70 per cent of eligible retail investors do not claim.
