Regulation (EU) 2015/751, full text read. The 30 per cent figure often quoted as the three party scheme threshold is in fact the universal card derogation of Article 16(2); the three party threshold is 3 per cent in Article 1(5). Both are recorded.

Before the caps, the Commission found consumer credit interchange of 0.80 to 1.20 per cent and debit fees as high as 1.05 per cent plus five cents. It also found merchant fees varying by a factor of up to twenty five between card categories.
