European Commission impact assessment SWD(2022) 762 final of 7 December 2022, section 2.2.3. The 14,000 figure is attributed only to "the data in Annex 8" with no footnote and no named data provider, and that annex could not be obtained. The exact words are: "From July 2016 to June 2019, the possibility to delay has been evoked in about 14 000 cases".
In some member states issuers never notified a delay across three years. In others the average was above a hundred per quarter. Seventy per cent of surveyed respondents found the conditions for delaying burdensome.
