Europe's carbon supply valve takes 24 per cent of the surplus above 1,096 million allowances
| Condition on allowances in circulation | What the reserve does |
|---|---|
| Above 1,096,000,000 | takes in 24 per cent of the total in circulation |
| Between 833,000,000 and 1,096,000,000 | takes in the amount above 833,000,000 |
| Below 400,000,000 | releases 100,000,000 allowances |
| Holdings above the previous year's auction volume, from 2023 | cease to be valid |
| Holdings above 400,000,000, from 2024 | the excess is invalidated |
Thresholds and rates as published in Commission Communication C(2025) 3120 final. The invalidation rule is quoted from Article 2(2) of Directive (EU) 2018/410: from 2023 allowances held in the reserve above the total number of allowances auctioned during the previous year shall no longer be valid.
The market stability reserve has three thresholds and one rate. Above 1,096 million allowances in circulation it withholds 24 per cent of the surplus, between 833 and 1,096 million it withholds the excess over 833 million, and below 400 million it releases 100 million.
