Each figure is published by its own author as a default rate. None of them measures the same thing. The two October figures appear on the same page, computed from footnotes 9 and 10 of that page.
Article 20 obliges every authorised loan platform to publish default rates on a prescribed method. Reading the disclosures gives figures from 5.53 to 46.71 per cent, with denominators, windows and day counts that do not match each other or the method.
