Twenty-five European countries now have a positive countercyclical capital buffer, and the published table is a spreadsheet nobody can read

Only these six rates could be read on a current national page. Three further pages were stale and are not treated as current: Ireland at zero, Portugal at zero as of 1 January 2021, and Bulgaria at zero since 1 October 2018, which the systemic risk board's own 2025 report contradicts by recording an announced 2.25 per cent from the second quarter of 2027.

By the end of March 2026, twenty-five countries in the European Economic Area had announced or applied a positive countercyclical capital buffer, and seventeen had adopted a positive neutral approach. Only six current rates could be verified on national pages.
