Read on the Commission's own auction result notices. The notices label the ratio cover ratio and publish no definition and no footnote beyond a units note. We verified by derivation that the published ratio equals bids divided by allotment: 2,655 over 2,183 gives 1.22 against a published 1.22, and 4,983 over 2,375 gives 2.10 against a published 2.10.
Union bonds outstanding stood around 792 billion euro at the end of July 2026 with 45 billion of bills. Auction cover ratios in late 2026 ran from 1.09 to 2.10, and the Commission labels that row cover ratio with no definition anywhere.
