2023 fell and 2024 set a record above the pre tax peak. Attributing the 2023 dip to the tax rather than to the rate environment is not supportable from this data alone. Source: S&P Dow Jones Indices.

The United States taxes share repurchases at 1%, charged on buybacks net of the new shares a company issues. The real drag is about four tenths of one percent of operating earnings. S&P 500 buybacks set a record in 2024 anyway.
